STOP & ACCOUNT, THEN SCAN, PHOTOCOPY & EMAIL
I wonder if the following is true (sent in by a reader):
On my way out I had a last look in my job email inbox and discovered that there is a brand new boom industry from a previously unheard of 'support dept' who collate STOPS forms. I had 12 emails from them. Six said that my team had not completed STOPS forms correctly and as such I had not supervised them properly.
The common faults were that the team had not put a beat code in one of the boxes, their writing was too big for the boxes or they had not got the customer to sign the 'customer experience - "I had a great / crap time when I was stopped by the Police" section. Six emails were follow ups saying that I had not acknowledged the initial email within 48 hours and that the matter was being referred to the CI. Honestly I give up. Have they not heard of rest days or annual leave?
Have you seen the new forms ****?? What a hoot. The STOPS book is like a foot long Rubik's Cube with guide notes and completion codes on every available surface. When I saw the new forms I sent an email to commend the Sgt in charge of the team for the fact that they looked far more professional than the old forms. I also mentioned that personally and for sound, logical operational reasons I would like to see the next print run with the colour scheme changed because at night under sodium street lighting, many of the amber / orange / green boxes disappear and they are tiny enough as it is.
The reply was that I was being unhelpful.
This from the department that want me to supervise each form before the end of each shift, fold them all lengthways so that I can then scan them both sides. Once scanned I send them on an email as an attachment but no more than 6 on each email - so that's only 3 forms per email.....oh, that is after I have gone to another office to get the scanner receipt so I can send proof that I have done it - then I can take all the forms to the mail tray in the front office with the envelopes marked up as 'STOPS Forms' enclosing no other paperwork but remembering to retain the receipt. Good job I have no real police work to do. Did I mention that we have to photocopy them too - both sides - although the forms are bigger than A4 so we have to use A3 and cut them down.

A stops form is what we give out after we have searched /spoken/glanced at some scallywag who was innocently going on with his daily business.It has to detail all the grounds for the stop and what items we were searching for.
I clearly make a habit of waisting my own time and that of law abiding members of the public by stopping and searching any tom dick or harry and not the prolific offenders!
My Borough was lucky enough to be part of the pilot scheme for the Mets stop and search forms where 'slag' were encouraged to text in with their opinions of how the stop went. Comments were to include if the officer smiled at them whilst searching. Of course I always save my broadest of cheesy grins for the many I find in possession of knives or class A drugs.....

I would also like to add that the police form filling obsession is at its best with Stop and search forms.... Firstly it is written into my pocket book...Then onto a stop slip ....Then onto a daily Crimint debrief then.....Then a specific intel report if the stop is seen to warrant it.... Then onto the Stops data base.... Then if the stop resulted in an arrest onto the Crime report ....then into the case files. Deep deep deep joy.
Nearly 40 years ago I was gutted to be twice turned down for a position in the police. Once as a cadet and again as a constable.

Reading all the cop-blogs from the UK, I am under the impression that the asinine paperwork from one arrest would tie an officer up for sn entire month.

I only do one for searches, but NEVER submit them for stopping adn asking someone what they're up to at 2am. I am a police officer, that is my job.
Of course I always give the scrote the option of a further half hour wait whilst I complete the form, which always ends with the following question:
Scrote "Do I have to have one"
Me "Well, No, but the bosses like me to fill them in."
Scrote "Nah then. Can I go now?"
Me "Bye Bye."

I reached the end of my tether last week when our Crime Standards Unit sent a crime back to a bobby on my team because of "serious flaws in crime recording standards".
I was shocked! What had he done? Beaten the confession out of the suspect?
No, he'd forgotten to tick a little box that said he'd updated the victim. Even though he'd done a half page update on the crime about how he'd updated the victim.
Clearly too much to expect the C.S.U. to tick said box?
So I spent half an hour crafting a wonderfully theraputic email to the C.S.U. and copied in our Inspector and their D.I. The email pointed out that, whilst they clearly have plenty of time on their hands we don't. So the officer won't be ticking their box for them and that, in future, I wanted any such requests to come through me with an explanation as to why it couldn't have been carried out by C.S.U.
I know it won't do much good in the long run (particularly to my chances of getting an Xmas card from the D.I.) but I felt so much better once I'd pressed "enter".

Stops form is a form police fill in after they have searched you for your records as well as the pen pushers in whitehall. Also it gets filled in after you stop someone and ask "what you doing" or "where have you been". Just another waste of a police officers time and effort

I had a lovely one a few years back off PNC. I filled in a form(CID 127) describing the detainee's eyes as brown. It was returned to me via snot-o-gram with a note saying that I should change the eye colour to "hazel" - as this was listed on PNC. Via e-mail I refused. Then I shredded the form. After all, what are they going to do, put me on core response as punishment?!
Core officers MUST realise that we are there to support hard working office bound types. They don't want to work 9-5, have weekends, and bank holidays off and never have to deal with any confrontation but by Jingo some one has to!
That force in the north of England has 1650 officers, only 650 of whom are frontline. HMI stated those 650 do 90% of the work. The rest? Well they're all hiding up at HQ furthering their careers.

My advice - when forms with nonsense items accidentally left off that some jobsworth could have easily completed are sent back to you for completion - shred them then deny ever receiving said document. That was what I used to do, always made me feel good.

I take my time carefully filling in each and evry stop form explaining to young "fella my lad" that it's their right and they should insist on one every time.
Result= refused details turns in to good intel. Wastes their time, not mine. (15 mins filling in stop account form saves me going to the next SH!T job) and I still get paid the same. And always dish out loads of forms to IC1's because, I am white, male, middle aged a police officer and there fore a racist (even though my wife is black and my kids are mixed race, that's not in the script). So when the dark side tot up the figures the overwhelming number of stops to my name are ic1's. Statistics never, ever, ever in a million years lie. it's how you put them together

Our search forms go to sargey who then in turn puts them into the Intel Units pigeon hole and then that goes off to our HQ to be inputted onto the computer. We get a tick for PI search - job done.
I must admit though when taking alcohol off of 20youths and sending them on their way I dont take names or give out forms or I would never get around my beat in an evening on foot. If I recognise them as sh*ts I will put in an intel form and if they are being little scamps they get emptied upside down and then they get a search form.

Why complete a stop form as well as an intel, dont you just complete the reverse of the form with all the details?? That form will be inputted and will come up on the system against the persons name.

Well I wish I could tell you the reason we are doing this but it is going on. I 100% promise the text pilot scheme for slag isn't a wind up. It lasted a few months but they didn't get many replies form our 'customers' as to how well they have been treated.
The reason is two fold I think.

Slightly off topic but not a million miles off is the PC at my Nick that has just been turned down for transfer to another department because he has the best figures on team for bodies and stops. could this possibly be hampshire. We have the new forms seperate ones now for stop and account hort1 etc whereas before they were all the same form. Y ou are only allowed to put one letter in each box and they are hard to read at night.A funny thing happens though if the form is not completed properly ie if one of the letters falls outside the box you get a nice e mail from a the cyclops mail box i mean sounds very science fiction telling you to complete the from properly you are then presented with a copy of your form on screen which you have to ammend. Its so hard to ammend that its easier to press the delete button and forget about it. Im sure someone will get a commendation out of it
I submitted an RTC report last Nov, but recently got a winge-o-gram from RPU admin. They asked where the report was as it was past the 72hrs deadline! I explained I had completed it and posted it via internal mail as instructed, a mere 6 hrs after the RTC. I then got a stronger email, cc'ed to my supervisor, asking 'why didn't you let us know when the report failed to arrive'!!!

You see most of the rubbish we have to do used to be done by others. Support staff etc. & some of the rubbish is invented by the “this weeks idea team” (who incidentally don’t work nights or weekends).
& in order to make their ideas work, the tasks that they don’t want to perform have to be carried out by someone.

IN MY OWN personal opinion patrol bobby’s are carrying out many tasks which they shouldn’t be doing.

“stop being negative, you can leave you know. Now stop snivelling & get back to work”.
I could be wrong. I know I am cynical, but it doesn’t explain the fact, that right or wrong the job does not let the front line troops know they are valued. & considering that our employers are supposed to be diverse to the max, saint diversity even. They don’t throw any diversity towards the minority of troops that do the majority of the work.

If you write each charecter in its box at about a 45 degree angle the scanner won't read them and they will all bounce but you cansay that you have complied witht he instructions. Its pety but slightly amusing.

I stopped 5 'customers' from nearby big city in our rural area in early hours of this motning out 'lamping' - "of course you are sir". pace 1'd and all demanded forms as they were collecting them on their travels. the stop took 10 minutes and the form -filling 20. i was single-crewed and nearest back-up took 20 minutes away. it's not made better when rambo look-alike is asking me if it's dangerous being on my own in the middle of nowhere and shouldn't i be wearing my stab-vest! thank heavens for the protective shield given off by my biro.

A little off-topic, but I notice that today, our 'lovable' (corrupt) politicians have exempted themselves from the Freedom of Information Act ( http://news.bbc.co.uk/1/hi/uk_politics/6667431.stm ).
While the police and other institutions are subject to this law, our politicians have put themselves above the law.

I always thought Politicians should be made to complete "stop speak" forms everytime they spoke to their parishoners.
You know - time date name address ethnicity and subject discussed.
We could then produce performance statistics and tables on how often the Politicians spoke to their parishoners.

We could produce maps of where one is more likely to encounter a politician (other than the Westminster bar).
We could ensure that Politicians speak to a fair representation ethnicially of their constituents - and don't ignore any ethnic group.
Obviously the idea would be intensely bureaucratic - require reams of people in Offices to collate the information - and take up a huge amount of the Politicians time....
but hey...

A true story.
Many years ago I ran foul of the admin section because I had put my initials in front of my surname. They happen to be P.C. I was hauled before my Superintendent in the presence the Admin Inspector and was delighted to witness said Inspector being questioned as to the purpose of his existence on the planet. Sadly such senior officers seem to be non-existent today as the overwhelming evidence of these blogs show.

It's nice to see that someone like the poster QC above gets about accusing people like me of racism. Be weary of this contributor’s comments. I doubt the individual is a police officer, but I do believe they have an agenda.
Don't shoot the messenger here, the stop form came in because there was and still is a belief that we disproportionately stop Black people. I have not met anyone that I know of doing that, not deliberately. But our predecessors did, and that’s our problem, we are dealing with the sins of the 1980’s.

Mmmm hidden agendas - I recently stop/searched five males - one of which was ethnic - all the others were W1 and between them all had a combined IQ of 2!

Perhaps that Steve Dann person, real or otherwise, was speaking a grain of truth as to why "you lot" have to put up with all this oppressive monitoring. The bad old days were BAD....abuses of power etc. Seems like you're being punished for the "sins of the fathers". Trouble is that the "power" has been handed to the council's and to doctors. They now think that they can do as they like and say what they like about people. They cannot be challenged and NOBODY keeps THEM properly in check. It has all gone FUBAR and enough is enough. I celebrate the opportunity each form provides to ensure that black men and women, women generally and gay people are not unfairly targeted or picked on. For example for Gay staff the levels of intolerance that they experience is parallel at times to the ‘McCarthyism’ period of post war North America at times.

It is ironic that at the recent annual Police Federation of England and Wales Conference, David 'Friend to all' Cameron stated that he wants to get rid of the recording of stop and searches as they are presently conducted.
The Service seems not to have listened to the lessons of history as yet and changes its somewhat biased ways! Perhaps this perceived desire to reduce bureaucracy is more about winning new friends rather than improving the quality of service that is given to the public?

Two things, firstly, I am not sure that Serendib would say, "you are all racist, etc." These are not his words.
Secondly, I have had someone already put an item in my name on Inspector G's blog, and it wasn't me that put it there.

and the point hardly needs to be further made that serendip is utterly clueless but Cameron made no such remark about stop SEARCH forms, as you would know if you took the time to look in to it....

As an ex PCSO, we were expected to check out drug users/dealers and submit the stop forms. I NEVER submitted any at all during my short service at SYP. NO WAY was I, as a lowly PCSO, with NO PPE going to put myself in a position of questioning the mentioned individuals (What if they kicked off?) when we were supposed to be dealing with anti social issues? Besides, wouldn't a police officer be better off dealing with these undesirables, but then again, they were all in the nick filling forms in!
It appeared to me that even the PCSO's were expected to contribute to the "figures" This included entering very young kids onto the police database (Via ASB letters) For such disgusting crimes as playing football in the street and sitting on walls talking because they have nothing else to do, but local residents took exception to this "behaviour"
What a brilliant job, NOT. Am I glad I got out and became a HGV driver!
